Behavior & Discipline

It is the desire of the School Board and all educational personnel to create a healthy, positive, and safe environment for our students and staff. The purpose of the Code of Student Conduct is to provide information relative to policies, rules, rights, responsibilities, and disciplinary actions that may affect students as they experience the educational process in Flagler Schools.

These guidelines have been developed in order to present the expectations that the District has for its students.  Students are encouraged to make good decisions, promote responsibility among students, and assist in the reporting of criminal and/or inappropriate behavior(s) within the schools.

This Code applies to all District students 24 hours a day, 7 days a week:

  • While on school grounds

  • While being transported by School District transportation or waiting at the bus stop

  • During school-sponsored events, such as field trips, athletic functions, and similar activities, whether on or off school grounds

Flagler Schools recognizes the need for a collaborative approach between schools, families, and the community to help all of our students reach their maximum potential. All parents, students, and school employees should read and be familiar with the contents of this Code.

Flagler County Schools is committed to ensuring a safe and productive learning environment for all students. As we revise the Codes of Student Conduct for the 2024-2025 school year, we invite you to become an active partner in this process. All staff members are required to enforce the dress code. The administration/designee will be the final judge as to whether a student’s clothing meets policy requirements. We rely on the good taste and judgment of the students and the responsibility of the parents to advise their children of the appropriate dress in accordance with Flagler Schools’ Dress Code Policy.

Discipline Matrix

The Flagler Schools Discipline Matrix provides guidelines for assessing violations of Flagler Schools and school campus policies. School administrators have the discretion to deviate from these guidelines by assessing an appropriate consequence other than the one stated in the matrix if they determine that there are mitigating or aggravating circumstances.

PBIS Medal

All Flagler Schools use a behavior management system, Positive Behavioral Interventions and Supports (PBIS), which notes and rewards appropriate behavior. Each school has its own system of rewards for students who meet certain behavioral criteria. As part of this system, students may participate in a universal behavior screening.

PBIS is a set of strategies based on behavioral and biomedical science that enhances student quality of life and reduces problem behaviors. National research shows that full implementation of this framework leads to improved student outcomes.

By establishing this framework, we are developing student skills, making changes to the school environment, acknowledging appropriate student behavior, and using data to identify needed supports for our students. As a result of this work, we have been recognized by the FLPBIS Project for achieving PBIS Model School status. This award demonstrates our commitment to the effective implementation of PBIS and our efforts toward achieving positive and equitable outcomes for all students.
